If I register as an ISV partner, I won’t need to pay any additional fees to go live with the app in production, right?

I am currently developing an app in the sandbox DocuSign and want to go live to integrate it with my company’s CRM product
If I want to go live without paying any additional fees, I need to register as an ISV, right? And is there a fee to become a partner of DocuSign?

I dont want to pay any, my customers will pay
