Is is compulsory to create a developer account and then migrate to production after submitting app for review? Can I create app in production environment directly to use DocuSign API?

Creating a developer account is compulsory and highly recommended for all DocuSign API integrations.

Before submission, your app must be tested in a DocuSign Developer Account. After successful testing and passing the review process, you will receive production API credentials. After you have your initial Integration key, you can develop your apps and use this key for your App.
