Can DocuSign APIs Send Documents Offline?

I'm currently exploring the capabilities of DocuSign for a project, and I was wondering if it's possible to use DocuSign APIs to send documents in an offline mode without an active internet connection.

If this is possible, could someone please explain how it can be achieved?
