What kind of account do I need to enable send via sms?

Multi-channel delivery is sold as a separate add-on to Standard or higher DocuSign eSignature direct plans. Additionally, the multi-channel add-on is included in your Professional or higher Docusign IAM plans. If your account currently has SMS Delivery and you do not have access to send using the new WhatsApp functionality, please contact support for assistance.

You need a Business Pro subscription or higher. On credit-card paid subscriptions, I believe you get a monthly charge for the actual SMS usage. On B2B agreements, you will have to buy a pool of SMS sendouts upfront. At least that is my experience.
