Is there a way for an admin to see the progress of a document when they are not the sender?

Yes, it is.

An Admin can run an Envelope report to see the status of all sent envelopes, filtering by many options as status, sender, etc.

If just want to see, that is the recommended way.

On cases where an Admin needs to see and take actions in envelopes not sent by him/her, there is the Shared Access in the Users page. It’s possible to see others envelopes and interact.
