As an admin, am I able to open an envelope sent and signed by other users in my organization? If so, please let me know how. Thank you in advance for any help!

You will need to Re-activate their account with Auto-Activation from Org Admin and shared it.   After is shared, you can close the user again.

Not by default.   You would need to Share other users envelopes with you.   Here is more information on this topic. Manage Envelope Sharing Among Users (docusign.com)

Thanks, John!

If somebody has left the organization, and their account is Closed, can I share his envelopes with myself or somebody else in my group?

Sorry to be a bother John, can you explain what is meant by “with auto-activation from Org Admin”. Is Org Admin a location or a permission profile?

Because the user is no longer in your organization, you need to open account or re-activate the account without the need to send the user an email to activate.  This is available in Org Admin or if it is also enabled through eSignature Settings.
