New button missing

​I am new to Docusign and when I connect with my company email, I do not have a NEW ENVELOPE button or any NEW button in the blue bar at the top.  Not in Home or Manage.  Do I need special access?  Any help is great.

Yes, your DocuSign User needs to have a Permission Profile that has the "send an envelope" permission enabled. You will need to speak with your DocuSign Admin to either get a new Permission Profile assigned or your current Permission Profile updated to enable the permission needed to send an envelope.
