Is there a way that an admin can require all users in their company to send all envelopes with KBA security questions to access?

Yes! There are some different ways to meet your requirements, like:

  • Forcing users to use Templates, and configure a mandatory KBA auth for specific recipients. Or;
  • Access Settings > Security Settings > Recipient Authentication Settings > Enable “Any recipient must authenticate on every envelope sent from this account”. Then, if you prefer, disable “Hide access code in the routing order”. With this setting, all recipients must have an authentication.

 

Personally, I prefer the first option, because we can determine who the recipients must be authenticated, instead of forcing all envelope recipients.
