Is "allow signer to edit" the same as "allow signer to fill and sign:?

I have heard of "Allow Recipient to Edit" which is basically the Markup functionality in the New DocuSign experience. I am not familiar with "Allow Signer (Recipient) to Fill and Sign". Can you provide additional details or a link to this new or old feature? They do not sound the same,
