Hi,
The answer is no, the recipients don't need to have an account.
Depending on the settings of your account, your recipients will either receive an email from DocuSign with a link to download the completed document or with the PDF attached to that email.
If you want the PDF to be included in the completion email, you will have to activate the option in the 'Signing Settings' of your DocuSign Settings (see screenshot attached)
