If yes, can I make it a requirement to upload an attachment(s) before the envelope is considered complete?

Thank you for reaching out here in the DocuSign Community.  

I understand that you are looking to allow your recipients to upload documents to your envelopes, and I'll gladly walk you through the available options.

You can make this happen through our "Attachment" recipient field, which will allow the signer to upload the required documents into your envelope.

This standard field can be enabled by an account administrator in Settings>Sending Settings. Once enabled the field will appear as part of the Standard Fields menu during the document tagging step.

Note: Some advanced features and options are supported only in certain DocuSign plans. Your account plan might not support some options discussed in this help topic.
