I'd like to build a PowerForm that Person 1 (unknown) can fill in form details, sign, then send to Person 2 (only Person 1 knows who this is) to sign.
How could I best achieve this in terms of the workflow?

I understand you are looking for a way to set up your template in a way where the initiator of the Powerform can add the information of the second person.

That can be done quite easily, the way to do it is by creating the template with the needed documents, set up a signing order, and adding both of the needed recipients (one in position 1 and the other in position 2). Both recipients should remain blank, all you need to do is add the Role name so that the system can allow you to add fields.

If the second recipient must appear as required fields when opening the PowerForm, then you would need to go to the second recipient's tile, select Customize > Advanced Settings and check the 2 boxes.
