I am being told on the Bulk Upload, Replace Recipients - "An error occurred in uploading the CSV file. Verify the format is correct and retry." The file is in CSV format. I'm a Sender.

Hi, Did you already review the guide below for tips / instructions about the CSV file? If not, I recommend reviewing just to make sure there isn't an error in the data itself like your header names, etc.

While the formatting described in link above is supported, DocuSign also offers an updated formatting on the CSV which supports more bulk send functionality:
