Is there a way to download an entire envelope history for all users on my account?

If you are looking at this information on each envelope (Envelope History (docusign.com), I don’t believe there is a report that provides that. You might be able to use the API to extract audit events related to the envelope by using the Envelopes: listAuditEvents API endpoint.

For that I might suggest to download the “User activity” Report under Usage.
You can navigate to the “reporting” tan in eSignature and filter the report as you want to and download that’s how you can see the history.
