Can I set document visibility for non-signers in an envelope?

Question

I have 3 document and 2 signers(internal and external).

The 1st signer will sign only on the 1st document and I have a automatic tag set on the 1st document for that.
The 2nd document is an internal and information only document with no signers and must be seen only by the 1st signer
The 3rd document will only be singed by the 2nd signer and I have automatic tag. The 2nd signer should not see the first 2 documents.
The 1st signer should see all the 3 documents but sign only the 1st one

How can we achieve this through document visibility?
