I suggest you to check all Image Requirements before you upload your logo, specially the dimensions (because this will fit the image size on your emails). Some requirements are:

I am having the same exact issue. The dimensions for my PNG file are 173x76 pixels and still the logo is HUMONGOUS when users an email to authorize a new machine for a new login, for example. The logo on the email come out as 2153 x 943 pixels.
Should I open a ticket?

It would be best to created the case, if the pixels are not being respected, there might be a bug affecting the account. To open a support case in the Docusign Support Center, go to the "Get Support" section and select "Open a Support Case". Log in using your Docusign credentials and select a case subject. If you have multiple Docusign accounts, choose the appropriate account to continue. Open a case in the Docusign Support Center, If you’re not able to open a Customer Support case via the above link, you can find below the available phone numbers to contact Customer Support:
