What exactly are you attempting to do when you receive this error? Login to your account? Create an envelope? Upload a document?
Typically the first thing I do is check the following DocuSign Status link to see if there are any outages...
Then check for any internal issues like Internet connectivity, check with other employees to see if they have the same issue, then file a DocuSign Support case if the issue persists and it is not an internal issue.

Apologies but your post did not specifically state the issue that you are having, could you update with the error or issue that you are currently seeing or question you have?
I had the same issue. Figured out I needed to allow 3rd party cookies for Docusign and Zipforms in order for it to not show me the Frownie Face Icon. It is probably wise to not allow 3rd party cookies for any site, but as long as you approve it for websites you want to work, then all is right with the world.
