Allow recipients to create a Docusign account setting

When “Allow recipients to create a Docusign account” is set to TRUE, and a recipient creates a DocuSign account, does it use my licenses or create a free DocuSign account for the recipient?

The recipient would be creating a free or paid account account (depending on what they want) of their own and it will not be related to your account or use any of your licenses: Options for Envelope Recipients

Dang it, I meant to click your answer as the best, but my page refreshed as I was clicking it and I clicked my reply as the best answer.
