Is there a report out there that shows all the open/outstanding envelopes for specific users?

Yes, there is.

Use the Envelope report. Edit the Filter option selecting Status = Sent and type the name of the recipient in the Recipient Name Contains field (filter option), select the date range then Run the report. You can add more columns to your reports if you want more details.
