How do I know how many users I can have on my account if I have a 500 envelope allowance?

That would depend on the account plan you have, please view the following article, usually Standard and Business Pro allows 100 sends per user per year: Choose your plan

where do you subscribe the plan? from partner of DocuSign website. As @nathaly.monge told is from DocuSign website. if from DocuSign partner, it is charge by Envelopes. So you can create more more users like 20 or 50 as you want.
