No matter what I do, the option to change Document Visibility does not show up in Sending Settings. I’m not sure if this setting is only available for certain plans, but I have the Standard. I’ve done this from the Admin tab on the home page as well as the advanced document settings.

Not all plans have the feature available: DocuSign Plans. You can check on the provided link.

if it includes in your plan and then also not visible the, please contact customer support to check the backend settings: https://support.docusign.com/en/contactSupport.
