As an admin can I give myself shared access to someone account? Then being able to see all their documents and possibly sign documents on their behalf?

I understand you would like to know if you can share access from one user to yourself.

Yes, as the admin you can share access to a user's envelopes with yourself, and depending on the permission, you can send, edit, resend, etc. on their behalf (this permission would be "Send"). However, this will not allow you to sign on their behalf, to do so, they would need to add you as a delegate signer, this is a user-level setting.
