Is there a way to select field collaborators as a universal option instead of per field, per envelope?

No, collaborative fields need to be individually set on a field by field base. You can select multiple fields and enable it on all of them, if you want to. However, you should think of the implications and potentially initialling changes, if you do use this feature.
