Reassigning Tasks in a Queue

My Queue users have the ability to assign a task to themselves or to unassign the task from themselves. However, when they try to assign it to another User, it basically shows that there are no Users available. I have them checked off with all of the options and I don't have any assignment setup. What am I missing?

Users can only reassign tasks to other users that they manage. In other words, there must be at least one user who has set them as their Managed By user.

In the example below, I (Tai Nguyen) can reassign my tasks to Legal User (the actual name of a test user in this case)

yes works for me, as we put managers
