Usually bulk-send is used to send copies of the same document to multiple users, generating different envelopes (documents).
In your scenario, if I understand correctly, you want to use just 1 single envelope and collect signatures from all recipients on this single document. Correct?
If so, I don't recommend using Bulk-send, but rather creating an envelope by adding people individually. It would even be possible to use bulk-send for a single envelope, but it would be more work for just 1 single envelope (my point of view), since all recipients will keep at the same .CSV line.
Note: I’d just like to highlight that the plans offered by Docusign may have a limit on the number of recipients per envelope. Depending on your plan, there may be limits of 10 to 99 recipients per envelope sent. We suggest contacting the support team to check what your plan's limit is and, if necessary, check the possibility of increasing this limit.
