Yes, it seems like our feature Signing Groups is perfect for what you described, with signing groups you can add several possible signers and an email will be sent to all, however, only one will be able to sign, however, opened it first: https://support.docusign.com/s/document-item?bundleId=gav1643676262430&topicId=zgn1578456447934.html&_LANG=enus
