Yes, you most definitely can. Any user with Template permissions will be able to create templates, if you do not have the option to do so, please contact your administrator for assistance.
The way to set the expiration on templates would be by clicking New > Create Template > Advanced options on the top right and set the expiration. If these options are grayed out, please have your administrator confirm that "Allow senders to override account defaults" under Settings > Reminder and Expirations is checked.

If you have created a template and something doesn’t make sense to you or it’s not working as desired, you can create a Customer Support case and a Support Expert can take a closer look at your setup.

If you’re not able to open a Customer Support case via the above link, scroll down further on the page to “More Support Options” and select "I can't reset my password or don't have an account." You will have different options to contact Support.
