I understand you would like to transfer the available envelopes from one user to another.
Depending on your plan type, if it is a Business Pro then no, it would be 100 envelopes per user per year and they can not be transferable: https://support.docusign.com/s/articles/What-happens-if-I-exceed-the-envelope-limit-on-my-account-What-is-the-charge-for-additional-envelopes?language=en_US
If it is an Enterprise Pro, usually the envelopes are set per account instead of individually but that would also depend on the accorded contract.
