If I request signatures from 10 people on one document. . .is that one “Send” or 10 “Sends?”

Welcome to the DocuSign Community!
Requesting 10 signatures for document(s) inside an envelope uses only ONE Send operation.
In the envelope you can add those 10 recipients(signers) then place their fields for signing in the document(s) and click the Send button. Those 10 recipients will get individually the email notification for access the document and sign it.
On your scenario: ONE Envelope Sent (One Send operation) for 10 recipients.
