Is there a way to have an "open" document or folder in Docusign where documents can live until they are completely signed and initialed? I want to sign a document showing I read a “set of rules” then have the ability to go back to that document and initial for reading another rule that was added to the set after I had originally signed.

To clarify, are you trying to have an envelope that is always open for when in your case a new set of rules is implemented in the company process where users can go and sign it each time a new update is posted?
