The Standard users have access to use the template, however, in order for them to create and share a new template they will need permissions to be enabled within their Permission profile.

Admins by default have access to that type of permissions.

Thank you for reaching out here in the DocuSign Community.
The account admin needs to go to the settings tab, and in the Permission Profile section create a new profile with the permission and then assign them to the user.
