Hello,
Thank you for reaching out here in the DocuSign Community.
If the signer, who does not want to sign, declines the envelope, this will be voided and a new one has to be sent out for signature again. Now, if the signer informs you that they do not want to sign, and they have not declined, then you can go in and delete their recipient tile and the envelope will automatically go to the next signer, or if the signer is the last one, it will complete the envelope.
You can find more details regarding how to correct an envelope, here: https://support.docusign.com/s/document-item?language=en_US&rsc_301&bundleId=oeq1643226594604&topicId=ztq1578456332318.html&_LANG=enus

By the same token, if I am having a person in line that is not responding, can I change them to the last person to sign even after they have received the email to sign the document? If so, will that void the ability to sign with the first email they received or are they allowed to sign anytime?
Hello,
Thank you for reaching back.
As long as they have not completed any action on the document they can be edited, you can move them to the last spot in the signing order, the first email they received will be unavailable for them to access the document until it is their turn again in the signing order.

Thank you for your patience in helping me. I now also have a 95 page document that will be signed in sections as the process continues. First I need people to sign or initial in 2 places. Once that is done we will require another section to be signed off after about 30 days and so on. Can you set up the document with just the signature area you need now and go back later to add new signature areas for the same people later in the document after the first round of signatures is received and each task segment is achieved?
Hello,
Thank you for reaching back.
Of course, no problem.
I would recommend setting the signers twice and adding all the needed fields in the begging using a signing order, however, for the second set of recipients you can use our feature Delayed Routing, for more information, please view the below articles:

Otherwise, once the recipients complete their actions, no further alterations to the document can be performed, which means that you can not add the changes needed later on.
