I have a document that requires initial approval AND final approval. Is there a way to resend the form after initial approval has been secured?

Thank you for reaching back.
Unfortunately, no, once an envelope is completed, it is not recommended to re-upload the document to send for a new signature as it can invalidate the one added previously.
There is an option to delay the sending to the final approver for up to 30 days: https://support.docusign.com/s/document-item?language=en_US&bundleId=gav1643676262430&topicId=vvh1648171137681.html&_LANG=enus
