I have a document already signed in DocuSign. Can I send that document FROM DocuSign to an email address? Preferably just a link allowing that email address to view/download the already signed document so we see when they view it etc?

Thank you for reaching out here in the DocuSign Community.
It wouldn't be recommended as it can invalidate the signatures that are already in the document. For it to maintain the validation, you would need to download the document and send it as an attachment on an email sent outside of DocuSign. Please see >> Managing Envelopes for Senders - To download documents for more information on how to download a completed document.

ok, that makes sense. So once you download, could you send it via DocuSign envelope to an email address as "needs to view"? Then you would be notified when that email address viewed the document? Would they be able to download or only view?

Yes, it is possible to do so, however, that could also invalidate the signatures, for that document (no original would have no effect).
