Good morning,

I have a few questions regarding DocuSign functionality.

Will an HR department employee be able to create a qualified electronic signature with a DocuSign license?

Will our HR department be able to send documents with a request to sign with a qualified electronic signature to a person who does not have a DocuSign? Will such a person be able to create a qualified electronic signature in DocuSign and sign it without license? The same goes for a wet signature. Will it be possible to print, sign and upload a signed document without a license and an account?

The short answer is yes, DocuSign eSignature does provide the functionality to create a qualified electronic signature. There are different options available as multiple trust service providers can be leveraged. 

The most recent product is DocuSign Identity Verification for EU Qualified, the feature you need to add to the standard eSignature is called DocuSign Identity Verification (IDV) Premier.

In general the cost for the transaction are paid by the sender, so there are no costs for the recipients, regardless of the signature type.
