Accordingly legal laws that rules an Agreement signing process, all parties involved in the signed agreement must have a signed/completed copy of the agreement.
That said, some additional information:
In the Settings page, an Admin can disable these options:
Disable: Attach documents to completion email
Disable: Attach certificate of completion to envelop
The signers will get the completion email, but the contracts(documents) will not be attached to it.
Even so, in the completion email that still having a link to the signed document and a Security Code to be used in the Docusign site to find a document.
An option would be change the Completion Email notification using the Email Resource file. That file requires someone who understands HTML & XML markup languages. So who is editing the Email Resource file can change completely the Completion Email notification.
