Is it possible in DocuSign to configure who will receive a final copy of the final signed document?

In our situation HR is submitting a Form to department head, General Manager HR and as final step the Board Member. It looks that by default DocuSign will provide all parties concerned with a copy of the signed document but they want to be in control who will receive the final copy of the signed document. Is that possible?

If your HR system can use API integration with DocuSign, you can use embedded signing. it will not send email to the recipient which is embedded signing.

https://developers.docusign.com/docs/esign-rest-api/esign101/concepts/embedding/embedded-signing/

the default setting which is not email to embedded signers.
