Is there a way to send a document for approval to a person before it goes for signature to another?

Yes, the envelope workflow can be set to ladder Recipients based on the Signing Order. The Recipient who needs to approve of the document would be added first in the Signing Order “1” position as “Needs to Sign” Recipient Type. The “Needs to Sign” means the Recipient needs to take action (not necessarily Sign). That action could be a checkbox or a set of Yes/No radio buttons or the “Approve” and “Decline” DocuSign buttons. Once Recipient 1 takes action and completes the action then it would automatically go to Recipient 2 to sign and so on in the Signing Order. Link on signing order article below:
