I have a form that needs to be signed by one of two people. It doesn’t matter who signs it. Is there a way to send the document to both of the recipients and if either of them sign it, the form is now complete and will be emailed back?

This is exactly what Signing Groups allow senders to do! An Admin will need to create a signing group, and then you can send to that group as one recipient. The first person in the group who chooses to sign becomes the sole signer and the envelope will be completed. Here’s some information about the feature:
