Can the creator of the docusign file add another attachment/page to the envelope after the envelope has already been sent for signing and has been signed by a more than half of those whose signatures are required?
That depends on the Docusign eSignature account settings and how your account was configured. By default this setting is not enabled.
The setting can be found under “Sending Settings: Envelope Correct”, see this screenshot:
