I have a question concerning adding a second signatory to an existing account.
I have a standard plan, but according to my settings, I can’t add a new user to the account until I upgrade the plan.
How many signatories (signatures) can one have on a Business Pro plan?

Are you needing to add the user to sign your documents or because they are a part of your company (or a spouse or something) that you would like to provide their own account with in your account?
If they need to only sign your documents, you do not need to add them as a user, you can just add the extra recipient in the envelope creation process: How To Add Recipients
In the case you do need to add users, the Business plan and the Standard plan allows up to 50 users: What happens if I exceed the envelope allowance on my Docusign eSignature plan?
