Why can't WebForms be sent in an envelope, pre-filled?

The WebForm interface is far superior to having a signer navigate a tiny PDF on their phone.  So why hasn’t Docusign enabled a WebForm to be the primary content of an envelope, pre-filled with content by the sender, like we can today with a regular PDF or Word template?

I understand you would like to have Web Forms as a default option when sending envelopes, meaning that instead of creating a Web Form separately it is already included whenever you send an envelope, is that correct?
