Why is there a difference of about 5 seconds between the signing time in the time stamp and the signing complete time in the coc?

There could be several reasons why this can happen, one of them being that there is a difference in seconds between the time used in the certificate and the device that was used to sign. Can you confirm which option is selected for your account under regional settings? It could be Recipient or Account Default: https://support.docusign.com/s/document-item?bundleId=pik1583277475390&topicId=wyk1583277329566.html&_LANG=enus

If Recipient is selected, then it is most likely the recipient's device.
