I understand that you see a difference between the time it was signed and the time that shows in the certificate of completion.
To better understand your issue, can you provide more information like screenshots and envelope ID?

Thank you for reaching back.
There could be several reasons why this can happen, one of them being that there is a difference in seconds between the time used in the certificate and the device that was used to sign. Can you confirm which option is selected for your account under regional settings? It could be Recipient or Account Default: https://support.docusign.com/s/document-item?bundleId=pik1583277475390&topicId=wyk1583277329566.html&_LANG=enus
If Recipient is selected, then it is most likely the recipient's device.
