@bmagana Yes, only a DocuSign Admin can transfer Templates between Users (User with Admin permission profile, this can be a custom Permission Profile).

@David.Schmitz Thank you for confirming. If I transfer ownership will the original owner no longer have access to the file? and can a non admin share powerfom templates?

@bmagana After transferring ownership the original owner loses access, unless you add them to the Shared users for that Template.  Templates can only have a single owner but can be shared with many Users and/or Groups.  Templates can be shared by the Owner (or an Admin). Powerforms which are built on the Template is naturally shared because it is accessible by URL but you need to provide that URL via email, phone or on a web for someone to be able to use the Powerform.
