I would really like the option to insert the date only, with no timestamp.

I understand my admin can set this, but it is a global setting.

Can this be made available on at the user level or on an envelope/document basis?

Many people in my organisation are struggling with this.

As you stated correctly this is an account wide setting and not available at the user level or on an envelope basis. Most customers configure the date signed field not to include the timestamp due to the same reason.

You should reach out to your Docusign Administrator and ask for this to be changed, especially if this is a common request in your organisation.
