Text boxes

Hi!  I have a document that requires multiple text boxes in a small space.  The issue is although the boxes are on different lines, they block what the box is actually for.  So if the form has printed on it city, state and zip and I drop a text box for each one, you cannot see the words city state and zip because the text box above it blocks the header in the box below it.  Is there a way to make the text box we drop a clear outline so you can see what is behind it?
