New this week..When I send a document for signature and also list someone else to receive a copy of the documents, I get a message that says "Joint agreements require additional authentication" for the person who is just receiving a copy. Is this a new feature?

Have you checked these settings:
Recipient Authentication Settings
And this another one:
Depending on how these settings are configured, your recipients even those receiving a copy will need to authenticate or login.
