If you resend the envelope, and you have a signing order, then it would only be resent to the person who is next in line for signature. If you don't have a signing order enabled, then it will send to all the pending recipients (those who have completed their actions on the document will not get a notification): https://support.docusign.com/s/document-item?bundleId=oeq1643226594604&topicId=ocl1578456335565.html&_LANG=enus
Can you provide insight on what happens the signer tries to access the document?
