As an administrator, you can resend activation emails to users with a status of Pending, please seehttps://support.docusign.com/s/document-item?bundleId=pik1583277475390&topicId=drn1583277425195.html&_LANG=enus.
Have you tried this? Did your user review their spam folder in their email?

HI - Stephanie has now received the initial email - I did resend her the link several times but she never received it and as advised we checked her spam - thank you for your help and follow-up.
