How can I make it so that individuals are obligated to complete either one section or the other? If they fill out one section, the requirement for the other should be waived.

We're trying to ediit our w9 form so people either fill out their SSN or their TIN

I've been able to add a conditional rule where if one is filled out, the other would disappear, but not vise versa. it says that it's "unavailable. Field would create a conditional loop"
